Public Outrage Predictive Modelling (POPM) is an online assessment tool designed to forecast and mitigate community opposition, keeping your project on track and on budget. 

POPM uses predictive modelling to assess the risk of public outrage based on your project’s profile and comparative data from other projects. ​​​The result is an objective analysis that helps you identify, test and mitigate the factors most likely to incite opposition on your project.

The POPM revolution

POPM is based on insights from communications and engagement professionals who have collectively worked on more than 200 infrastructure projects, many of them impacted by significant community opposition.

 

Their collective experiences informed POPM’s early development, which was then refined using AI, research, reviews of case studies, input from our Data Scientist and lots and lots of testing. 

 

The POPM process we're now introducting is able to deliver an objective, evidence-based assessment of the likelihood and severity of public outrage on infrastructure projects.

  2. Comparative Modelling:   Next, we compare your project with insights from similar projects that faced significant opposition.

  3. Risk Scoring:  Finally, we provide a risk score that reflects the likelihood and potential severity of community outrage.

Meet POPM's Developer
Yolanda Vos

A Perception Strategist by trade, Yolanda has more than 20 years experience in top-tier management roles across public and private sectors in SA and WA.

During Yolanda’s career, she’s delivered communications and engagement services on major infrastructure projects totalling more than $46 billion, which led her to develop POPM, as she details below:

“I’ve worked on many projects over the years, each presenting different challenges, and I've learnt a lot along the way, particularly about the havoc community opposition can wreak on project schedules, cost blowouts and reputational risks. In 2023, I decided it was time to do something about it, investing time and money into solid research and development. The result is a new innovation I’ve called Public Outrage Predictive Modelling or POPM for short. I believe POPM is a real game changer in an area of project delivery that hasn't shifted much in the past 15 years. Drawing on the experiences of other projects, AI and the expertise of senior practitioners in my field, my predictive modelling helps to identify and minimise community concerns, before these escalate into public outrage – one of the most expensive and problematic project risks today. Leaning into my communication and engagement skills, I’ve ensured POPM solutions are user-friendly, intuitive and offer project teams a more holistic way to look at issues, risks and engagement practices. Using predictive technology, POPM literally turns insight into foresight, bringing people and workstreams together, giving them the tools needed to prevent public outrage before it takes hold.”
